BYPASS Route A
-UDOT’s Route A stays OUT of the North Fields.

-We must protect & pass on the irreplaceable heritage of the North Fields & Heber Valley.

-We must protect the water quality, Agricultural Protection Areas, & Conservation Easements in North Field wetlands, year-round streams, and farm areas. 
-We must Protect Provo River quality.

-Route A:
  - expands North Highway 40 with overpasses, on ramps & off ramps,
  -helps Heber City traffic more than Route B with its four new stop lights that will gridlock traffic between 900 N and the River Road.

  - We need to speak unitedly to UDOT to keep all north-south access on Southfield Road and Industrial Parkway.  UDOT needs to redesign so these roads CAN access new Bypass either direction.

   -We DON'T need a double-decker elevated highway on 1300 South—we need overpasses just on Industrial Pkwy & 300 W. 

-Or we can get UDOT to move further south to 1500-1600 South across the HVSSD Farm to Southfield Road.  We must protect our southwest Heber homes and businesses!

-Everyone, we CAN protect open space and still get a Bypass Road that works for decades to come!

HIGH GROWTH =
HIGH TRAFFIC

WE NEED TRAFFIC SOLUTIONS NOW
 

- We just can’t wait for Bypass Road to be built.

- WE need traffic solutions now on Heber City streets for better north-south, east-west connectivity.

- Need traffic improvements to cross easily at:

   - 100 West and 100 South,

   - 100 West and 600 South,

   - 100 West and 1000 South. 

   - Plus improve 500 East to go south to 1200 South. 

- Propose new left turn lanes on 600 South and 1200 South cross streets onto Main Street.

- Need free-flowing traffic lanes turning west onto Highway 189 from Main Street (the Hub Intersection) that don’t need to yield.

- Need more crosswalks with flashing lights where neighborhoods need them.

DOWNTOWN Revitalization

 - NO City SUBSIDIES for NEW Development

-We definitely need upgrades to Main Street Park: new Bathrooms, wider sidewalks, more shade trees, & a new year-round pavilion, plus—finally—drinking fountains!!

- We can daylight the Lake Creek stream thru City Hall - Tabernacle Square.

-We must collaborate with UDOT to get a safe pedestrian crossing at 100 South 100 West.

-I do not support the City buying private properties in the Downtown to redevelop them with higher densities.  In today’s economy and given our City budget, this is risky, aggressive and speculative.

-During the Summer Citizen Survey 55% of the 335 responses said NO to redeveloping Main Street Park with a $20 Million price tag.

-The City CAN put zoning codes in place to allow the private market to revitalize downtown, provide more parking, and build that midblock pedestrian walkway.

-The City’s CRA (redevelopment agency) is asking the school district to give away their future tax

money that they need for schools.

 
-  If School District & County ever did agree to City’s CRA that means all county residents would be subsidizing Heber’s downtown redevelopment.

-City needs to raise impact fees for Main Street Park upgrades & obtain grants.

-No City Subsidies for NEW DEVELOPMENT.  We cannot hurt our commercial tax base with city subsidies. 

 

Subsidized development is NOT sustainable development.

 

The City must ensure a level playing field with FAIRNESS, not favoritism for all businesses.
 

OPEN SPACE, PARKS, and TRAILS

-Parks and trails benefit ALL within Heber City!  Plus they are a legacy we pass on to the future.  I'm committed to providing high quality parks and trails as the City can afford them.

GROWTH & ANNEXATIONS:

 -Heber City's annexed 20 times since 2019.

 -The City’s approved over 9,293 units, all types in these 20 annexations.  That's more than double of what's already built in the City!  City also approved 1 million sq ft of commercial.

 -I voted for one annexation in 2020.  Also voted against another one with higher densities than County’s agreement for that development.  

Affordable Housing

 - The City's negotiated for 539+ deed restricted units to be built in next 35 years between 60% to 125% AMI (Average Median Income). 

 -This was negotiated in 11 of 20 city annexations (for sale, rental units, townhomes, apartments, cottage homes).

 - City, county and school district workers have first right of refusal to use these Affordable units.  After that these units are open to any Wasatch County worker.

 -In 2022 I proposed that the City Council negotiate for 60% AMI units, not just the 80% units.  That was accepted and negotiated since then.

-In 2025, the majority of City Council voted to take a $7 Million housing ‘fee in lieu’ from one developer who now will NOT need to build 200 units of 80% affordable housing.  That $7 million is not the actual cost of 200 units. 

- The City Council is using that $7 Million instead to buy land in the downtown for redevelopment for now.

Open Space Preservation

-I've served as Chair of Wasatch Open Lands Board (WOLB) since 2018.

-Helped to write county code, Bylaws and very strong Ethics code for Board.

-Organized and presented on 9 open space preservation projects to County Council.  All approved.

- Four of the nine projects allow public access at Muirfield Nature Park, the Mountain Spa project, the Kohler Dairy Farm and the Lundin Family Farm.

 - 9 Projects will save 623 agricultural acres with a total easement value of over $66 million—yet the Open Space Bond was only for $10 million. 

-WOLB leveraged the Bond money over 6 ½ times!

-More must be done for Open Space in Heber Valley!  Let’s pass on this irreplaceable legacy to the future!

 

AIR & WATER QUALITY

- Wrote City’s Air Quality Ordinance in 2021.  See:

- Obtained an official Air Quality Monitor in Heber City in 2024.

-Co-wrote City’s Sensitive Land Ordinance in 2023. See:

2034 Olympics

- Served on two Olympic Committees:

2022-2024:  Strategic Board, SLC-UT Committee for the 2034 Olympic Games,

2025:  Now Heber City Representative for the Host Cities Committee.

- Collaborated extensively with County Council, HVRR, & City to plan for needed parking, amenities around County Events Center, Soldier Hollow, & Heber City celebrations for it.

- Proposed each city/county should support each other’s grant applications and funding requests to state legislature instead of competing against each other - showing collaborative, proactive leadership.

- Support Olympic SOHO parking at County Events Center, new high school, new county admin building, with new pedestrian bridge from Events Center to Depot over tracks (this block is very large to walk around), new depot funding & new paved parking in new city tourism district.
